I see what you are saying, but he never specifiedt the card that comes with the software is sd, and probably mentioned the 16gb at the end because other devices that use Senero's gps sdk will support hc cards, like the VoiceSense or BrailleSense Plus. Who knows?

Your 2 GB card should handle CA and Oregon, and probably a third state. You can certainly download them and see about the size.
The entire U.S. has increased from 7GB to 10GB in version 5.
Our
default card is now a 16GB card loaded with 9 regions covering
the
U.S. An optional 32GB card loaded is also available.
An SD card is also an option on the mPower and they too come in
16GB.

Maybe he said compactflash card? A 16gb cf card is fine, even a 32gb cf card, but only a 2gb sd card (and some 4gb sd cards that are NOT high capaction) will work as of now.

Anything 4gb and above is high capacity, meaning that the mpower will not accept it. Formatting a card, I have found, does not matter, but I hear that you use fat for under 4gb and fat32 for anything above, but I think fat32 is fine for any media. Please correct me if I am wrong.
