You can definitely run it anywhere, but compilation, by definition, is
compiler and architecture dependent. The RPM macros will differ
depending on the platform you use.
The ability to re-create any binary RPM from source is cleanly
possible through native builds, and that is the reason behind RPM
packaging in Fedora/RHEL. It is a bit tedious in cross-compilation
environments, and, hence not encouraged in these distributions.

It was not meant to be used this way. Use the tools the way they were
designed for, instead of having to fight with the tools to do what you
want them to do.
