So my question again: "Is this particular seminar conducted on behalf of 
ilugc or your company?"

The original email (which includes the forward) uses the phrase "we
want to conduct a seminar" and, is signed off by a faculty member. Is
it difficult to assume that the email was forwarded to ask if someone
would be interested in conducting the seminar at the institution?
