The few professional scripters I know are all sighted. Most work in the public sector but a couple are freelance. They script full time and have a very good understanding of screen reader users' needs. We provide training for web developers to teach them how blind people use computers, and whilst Don's comments about them not understanding are certainly true at first, we find that most of them do learn. Of course that may be because the ones who come to us have a particular interest rather than having it forced on them by their employers.
