The Web Accessibility Tool that is a plugin to either Firefox or IE will scan the entire page and find labels that are associated with form fields. I don't remember at this time if that area of the WAT is accessible. I do remember that I needed to memorize a few keystrokes. Or something could be written in JAWS using the dictionary collections to sweep up all the tages with label attributes and then associate them with items on the screen.
