The "best" and most selected bird food by the commonest yard birds according
research by Patuxent are black oil sunflower and white proso millet. I say
buy within your budget and see if it is eaten. You can "select" for species
by providing specialty foods like thistle and safflower, but "special" birds
are definitely in the minority. The best way to get accipiters (one of my
favorites) is gobs of food to attract gobs of sparrows and doves. That
becomes a dilemma for those who don't like predators in their yards. One cue
many species use to find food is to go where others go; i.e. feeding
activity attracts more birds.
