I live in the real world.

Where I live 2 dB makes a big difference.

99.95% reliability as is, versus say 85% at 2 dB less power,
average over the year.

What you must realize is that the big fluctuations are
upward in power, and seasonal, while small downward 
fluctuations are also seasonal, and can last quite a while.
Stability is the rule for a goodly hunk of the year.

Anything much less than 99.5% reliability will infuriate the
potential viewer away, because of Murphy's law. The gaps
will always occur during season finales, the Super Bowl,
or the final touchdown drive of the home team.
