Fortunately not ALL.

Others will use h.264 to deliver higher quality. Apple is already 
doing it for professional applications, and the quality is very good 
on their h.264 downloads, given the 320 x 240 frame size.

Its the streaming video folks who abuse compression, and I'm not just 
talking about Internet streaming...

Cable, DBS and TV broadcasters are in the streaming video business too.
