Allow me to set the record straight here. Upstream bandwidth does not
cost more than downstream bandwidth. Lesser tier providers are billed
based on bandwidth they upload or download. If their 95th percentile
for downloads is larger than uploads, they pay based on that; and vice
versa.

Bert is making this up as he goes along. I am telling you how we bill
large providers in our tier 4 colocation facility for bandwidth (this
all trickles down to the smaller link providers). And incidentally,
almost *all* colocation and bandwidth providers use the same exact
model.
