On the other hand, I would challenge anyone in Elkton MD to receive their "local" Baltimore stations with a low gain omni, and transmitter power down to 3 KW. In Europe, of course, they wouldn't be expected to. Because in Europe they use translators all over the place, as any decent OTA infrastructure would do.
