They deal with only one type of reception condition. The reason I think the Schubin apartment tests matter is that they address what used to be the very worst possible environment for 8-VSB. Meaning, 100 percent reflected signal, and in the "hole of the doughnut" zone of signal coverage, i.e. close to the transmitter site. This is where 8-VSB was known not to work. And in a high RF clutter environment to boot. But that site alone does not cover all bases. One would think the majority of the US do not live within 2 miles of the transmitter towers.
