The answer is that ATSC is sometimes better and sometimes
worse than NTSC is each of those environments, and that the
"sometimes better" becomes ever more prevalent as receivers
improve.

For example, I don't know of a lot of cases where NTSC can
be received with indoor antenna from more than 50 miles
away, with essentially "perfect" reception.
