I suspect the number will be higher than that.  These fools will have
serious problems trying to force broadcasters to keep up their analog.
Budgets have been made and are now in force, and the end of analog was
planned for.

And I would bet that at least 90% would turn the analog transmitters 
off on Feb. 18th.
