On the other hand, instead of obtusely asking for a simple delay, why
don't they ask for a gradual switchover, beginning on schedule on the
18th of Feb?

It would be simple enough for stations which retain their existing
digital frequency to be shutting off their analog transmitters first,
for instance. That would allow the stations moving to those freed up
analog frequencies to switch over next.

And those who keep bringing up "emergency situations" will have at least
some analoog stations operating in every market, perhaps until the
summer, as they seem to want.
