Yup. We've been over this many times. Which raises the question: Why bother 
with all the new ATSC 3.0 stuff, when broadcasters could just update their ATSC 
1.0 payloads?

Here's something for Deborah to pursue. Another article in TV Technology 
explains how many players out there are working to get live TV on the 
Internet, legally. At what point will people be asking, hmmm, then why can't 
we implement this interactive, higher quality, ATSC 3.0 TV, without bothering 
with the broadcast channel at all?

This is the core issue Bert. How to get local broadcast signals on the Internet 
without losing retransmission consent revenues, or requiring a subscription o 
services like CBS All Access.

Says TV manufacturers are interested in incorporating ATSC 3.0 voluntarily? 
That's interesting too, but as a one-way broadcast linear service upgrade 
beyond ATSC 1.0.

So what does this mean for consumers? Paying for another unused receiver in new 
TVs?

We can hope this will be an option, and that the FCC will drop the ATSC 1.0 
receiver requirement...
