Think of channel numbers as brands, Cliff.  The FCC rules and ATSC system
enables broadcasters to preserve their channel numbers as major channels
even if that channel is not available physically.  Outside of the U.S., ATSC
TV stations can even use channel 1, and channels above 99.  In the U.S.,
stations can by fiat (Tribune) or mutual agreement decide to share
non-broadcast channels that were not used in analog.  (Tribune nationally
uses 75-1 as "theirs."
