Probably stale caches of various sorts are coming into play here.

Since PA is mainly static HTTP pages, a lot of browsers may simply be
blindly pulling from the cache (thus simply parroting the "site's down!"
page still) unless you explicitly CTRL-click to force reload (this just
happened to me, when I visited the site this afternoon, it first still gave
the "site temporarily unavailable" page, but upon ctrl-clicking the refresh
icon, it gave the familiar language selection prompt).

The slow load followed by timeout OTOH seems to me to suggest stale DNS
cache. Typically by default DNS lookups are cached (either by your computer
or, more rarely nowadays, by the DNS server you're using) for a period of
time so that the full authoritative chain does not need to be rechecked
(which actually takes three separate lookup cycles for your average website
such as www.projectaon.org) every single time you load a page from a site;
this period of time is normally encoded in the DNS record as a TTL ("Time
To Live") value. TTLs are usually fairly long, since sites do not usually
change IPs very often ... which means that when they *do *change IPs such
as in this case there is often a temporary hiccup as computers mistakenly
attempt to reach the old server instead. It looks like your computer
figured things out after it failed, though (sometimes this doesn't happen,
in which case you have to look up your OS instructions on how to clear the
DNS cache; for recent Windows machines, this is done by launching an
*administrator
*command prompt and doing the command "ipconfig /flushdns").
