I don't know if this is done already but maybe it's a good idea to leverage some external monitoring service (such as monitor.us) to analyse the response time of the server and detect when it goes down. These services typically allow setting up a free account with a limited monitoring (maybe one or two servers). I'm using them to monitor some sites myself and get e-mail alerts when the web service goes down or answers very slowly. It shouldn't put too much stress on the service itself, as they send 1 or 2 probes every 15 minutes. If this is something we don't have yet, would you like me to set one up?
