No, it seems to be an industry standard term to refer to the quality of the product. So ten different companies might produce student's oil colours. The initial occurrence of these terms is capitalised to mark them as two different standards (Student's and Artist's), but the second occurrence seems OK as it is, since it is only the Standard that needs to be capitalised, not any trailing words.
