There is no end to this... I am trying to script the DTD-related
updates of the old LW XML files, and noticed that in at least
01fftd.xml, the <a class="footnote"> elements sometimes have the text
that the footnotes concern as content. And looking at the new DTD (and
through cut-and-paste, my XSL template), <footref> also allows
content. Is there any particular reason for this? Should there be any
recommendation to have/not have content?
