Please do read this document that Mark put together giving guidance on
the NCBI website about exercising your rights:

NCBI sees it as a priority for buildings, services and information to be
made accessible to people who are blind or vision impaired. This is also
supported by legislation. The guidance outlines, step by step, what you
can do to ensure that your rights are granted. It describes:

1) What you can do if a public building, service or heritage site is
inaccessible to you;
2) How to request printed information from a public body in the format
that you require;
3) What you can do if electronic information, for example on a website,
is inaccessible to you;
4) How to follow up if your request or complaint is not dealt with
satisfactorily.

There is also a link to a video on the Office of the Ombudsman if you
feel compelled to bring out the big guns.
