[vicsireland] free travel pass

Hi folks!
Can anyone tell me where I can read up on the legal status of the travel
pass?
Especially who is compelled to accept it and who isn't.
I have one, not the blue bus pass, but the one that's valid for
country-wide public transport.
This morning the driver of my bus to work said he could not accept the
pass and that I would have to pay him.
I have to say that it is a private bus company, but I was under the
impression that the pass covered those too.
He then said that they were not public transport. I would dispute that,
because privately owned they may be, but they still transport members of
the public. After all, anyone can use that bus. You don't have to have a
membership card to get on it. Hence in my oppinion they provide public
transport.
Please let me know if I'm wrong about this, or where I can find legal
information.
