midi-learn can now do part effect sends.
It can also do all the effects knobs, though for these the gui isn't updated.
It's going to be a bit tricky as the knobs are named differently for each
effect, but the control *numbers* remain the same.
This is a bit of a game changer as all of these controls are immediate and will
change sounding notes!
