Yes, as steve said you can upgrade the software with out sight. different manufacturers have different procedures. for example, say you have a samsung galaxy S3. that phone will have shipped with icecream sandwitch. this means that when samsung release a software update to jellybean, you'll receive that as well. But handsets that shipped with android 2.3 may not receive the upgrade. it depends on your model, and the manufacturer and how long they take to push software to customer handsets. If you have bought a tablet running icecream sandwitch, when your manufacturer approves a jellybean update then you'll receive it.
