You can appeal it, and you will win.
Frankly the money HMRC will gain is not a lot, and the publicity wouldn't be
worth it.
Perhaps part of the problem is in the way it is presented to the VAT
officer.
This is a piece of equipment which the manufacturers and high street produce
in an inaccessible form.
You are buying this and installing adaptive technology, prior to issuing the
final invoice to the customer, that makes it exempt.
NVDA is free, I have a JAWS Licence number I don't have to re-purchase
Jaws each time I buy a new computer.
If you are bothered charge a fiver for installing NVDA  it.
I think HMRC would worry about Apple because you could buy them for your
friends, and get a five per cent commission.
That did once happen with disabled people and very expensive cars, not
kidding here.
Make the case to the VAT officer and if he says no Appeal it.
Warn your Customers in advance of the issue.
Get them to sign both an exemption  form and an agreement that they will pay
you the VAT if it is declined.
Honestly, I don't why this is an issue.
Make your case like the boat.
Now technically speaking  a desktop only the tower would be VAT exempt,
don't ask me why,  it will hurt your head.
