I'm not sure exactly how the 260in solid project began, but there were a number of concepts for Saturn derivatives using solid first stages, and the original idea might have been to use it as an S-I replacement. (One reason for thinking about such things was that many people questioned whether von Braun could make the S-I's 8-engine cluster work reliably, and wanted backup plans in case he couldn't.)
