His original orbital proposal (for Project Orbiter) had something like a 
cluster of 37 (!) solids IIRC and the subsequent proposal scaled that back to 
15 but larger solids.

That's probably the reason, so the Saturn 1 stage one was before all the 
others? 

And mentioning von Braun, I heard he would have nothing to do with solids and 
he had a lot of clout in those days.

I'm not sure exactly how the 260in solid project began, but there were a 
number of concepts for Saturn derivatives using solid first stages, and 
the original idea might have been to use it as an S-I replacement.  (One 
reason for thinking about such things was that many people questioned 
whether von Braun could make the S-I's 8-engine cluster work reliably, and 
wanted backup plans in case he couldn't.)
