Beal made a lot of bad business decisions, in market choice, in design
choice, and in launch-site choice. He could have at least had Anguilla
if he had known what he was doing.

John Carmack, who met Beal and talked to him at some length afterward, said that in hindsight, Beal regretted his decision to give up, and agreed that his fears of government-subsidized low-cost reusable competition had been exaggerated (he wasn't worried about the EELVs).
