Timing is everything. I learned that with my munitions products. In the early 
to mid 90's I was told there was no market for it and it would be too 
expensive. 2002 comes along and ATK says we'll take all you can make. 2021, all 
majors at 500K/day with 160M units to fill this year on a 24/7 basis.

One difference:  Beal specifically wanted to *avoid* becoming a government 
contractor, while Musk was happy to jump into bed with first DoD (which 
extensively supported Falcon 1 development) and then NASA.

Also, don't underestimate what a difference a few years made in NASA's attitude 
toward commercial launch.  SpaceX caught the early stages of a wave that was 
just a ripple when Beal was making his decision.
