Does the DoD still have that -100F requirement? Certainly unrealistic in
the civilian world but what about a civilian rocket carrying a DoD payload?

Clark, in _Ignition!_, wrote of the military having freezing point
requirements that eliminate peroxide as an option.
Perhaps that's changed, but it seems like it should still be something
of a concern.
