Were I defining an SSTO risk-reduction program, I'd be inclined to
address the reentry/reusability risk and the tripropellant propulsion
risk separately. Aim toward two separate flight demonstrators, the
triprop one only needing to make it to vacuum and back to prove the
operating transitions in flight.
To address a point of John's, I'd have no problem using a Russian
staged-combustion engine for the orbital flight demonstrator. Do that
in parallel with developing a US sourced engine, not after and dependent on.
