I think the attitude is "begin as you intend to carry on". If their
ambitions go beyond small sats so they will want a liquid engine eventually
they can start investing in that from the beginning. If you assume
unlimited access to venture capital it makes sense.
But doing the simplest thing that will make you cash-flow positive and then
planning to switch technologies as appropriate is an alternative plan.
