Well unless I am mistaken about the question because I have been through this myself. The 3 sigma is required and that's what he needs to get the job done. I don't need to look at the "rules" to know that. The rules change every time I turn around these days but as of last year you still had to have one to launch a "Q" impulse rocket. Has it changed since then? Perhaps. I think the point is getting 3 sigma software that's compatible with the FAA. So I'll shut up now. It was a major PITA for me.
