<sarcasm>Well, naturally SpaceX didn't have to agree to anything of the sort, because *they* were a Western company, who only got a little bit of aid from their government now and then.</sarcasm>

The price and quota business for Proton was a long time ago -- the quota is long since gone -- and I'm sure that since then, Khrunichev has gotten used to that extra cash flow, and might have a hard time slimming things back down now.

P.S. I recall a fellow who worked for ILS in the early days saying that they found it particularly annoying, when they'd had trouble getting into some meeting because they were "foreign" (despite being a US company), to find that Arianespace was already there...
