It's not irrelevant at all, as the Irgun letter specifically objected to
teachers being forced to take the course in the summer.  Here is the quote
from the letter (transliterated, as I don't think that Hebrew displays
properly on the list):
"Ein kol siba 'letarter' et hamorim behufshat hakaitz velehayevam
behishtalmut"
