Hi,
As of 1.1.1 you most certainly can.

I just created a route cross country just by entering a zipcode in the
postal code field of 95616
and in the street address field I entered 429 F street.

When I selected the vehicle route button, I was finally prompted 429 F
street Davis CA.
I did not clear the city field.  I just entered the zip in the zip
postal field and the address number and street name in the street address
field.
The system ignored the populated city and state fields and created the
correct route.
