When I entered in a street address and a zip code I was given an error and forced to go back in and change the default city.

because it doesn't matter, just enter the zipcode and leave the city
alone.

My current city is buffalo NY and I can enter 95616 in the zip and
in the address field search for the address I am looking for in Davis CA
and it works. For example:
1. create a route by address.
2. move to the zipcode field and enter 95616.
3. Move to the address field and type 429 F st.

Without changing the city or state it will find 429 F st Davis CA 95616.

If I don't enter in a zipcode just enter 123 main street, it will find
that in buffalo NY as that is my current city.

You don't need to clear the city or state fields if you don't want to.
The current city and state is automatically populated for convenience.
