[jawsscripts] punctuation setting

I am trying to set the punctuation setting to all for a particular program.
I know how to set it temporarily (insert+v, p, p, spacebar), but want to
make the change permanent. I don't see a setting to make all punctuation to
always speak.
I tried customizing punctuation, but the changes don't make the punctuation
speak.
I tried setting the text options, punctuation handled by synth, but change
doesn't make a difference.
Using JAWS 10 or 12.
