To accomplish your JAWS punctuation output goal try this...
1. Open an application of interest.
2. Press Insert+V to open the JAWS Quick Settings dialogue.
3. In the search edit field type the following: punctuation.
Note: this will likely be the only item found so press enter on it.
4. Now that your Punctuation options are showing, press the spacebar to choose
some, none, all, etc..
5. Press Enter when you have made your selection.
6. Within the current application test that your punctuation settings have
taken.
7. Open another application and test that the first application's punctuation
settings are not interfering with this second application.
8. In all subsequent applications you would like modified, repeat steps 2
through 6.
The idea here is that using the JAWS Quick Settings in each application will
not modify the default setting for "all" applications.

Yes, you create different voice profiles (under the jaws menu, jaws+j then
options->voices->voice adjustment, choose the synthesizer you want to use for
the program make the changes and then save as, when you close the dialog say no
to making the different profile your deafault.
With the program you want to assign a profile to active hit
jaws+ctrl+s tab to the list for the program of interest and select the
profile you created above.
