Well, then, why imply that these "white spaces" are used to limit competition? 
Certainly, by the time DTV was being considered and then introduced to coexist 
with analog, this simply was not true. And the co-channel interference that 
occurs with analog is quite different from that of DTV. Not helped by the much 
higher peak power levels of analog.
