Actually, communications regulations predate the electric power industry. The International Telegraph Union (now the International Telecommunications Union) was formed by a treaty signed by 20 countries in 1865. Postal regulations in the U.S, are much older as are European optical-telegraph regulations, which began in the 18th century.
