The broadcasters did not (and most still do not) want a fixed end date.
The FCC set a fixed end date of nine years; the broadcasters killed
than within three months.
The politicians set a new date because they need the money from the
spectrum auctions...but they are notorious for changing their minds.
Lets talk in 2009...
