No, across the board. In 1999 at 64 QAM we had very good mobile 
reception with COFDM. In the summer of 2000 at the hearings Sinclair 
demonstrated COFDM at 19.76 Mbps 1080i HD and was able to walk around 
the hearing room without regard to the orientation of the single bow tie 
antenna.

You might get away with that with 8-VSB 5th gen but not like COFDM in 2000.
