I think your confusion is in using the "30i" designation for 60 fields per second, interlaced. So, for example, if a TV station were to broadcast an HDTV movie as a single program, or even a prime time show shot on film, there's no reason why they couldn't use 1920 X 1080 at 24p. On average, this should take up just slightly less bandwidth than 720 at 60p.
