Do we really need to worry about browsers which don't support GIFin 2008? What browsers would these be, and what OS would they conceivably be running on?
Windows 3.1? :) PNG doesn't support layers, no.For off-line viewing, the format of choice for a map like this (where the text is rendered as real text, in a font) would be PDF (although - if you build it in PSP, I don't think you'll get that - you'll need to build it in Illustrator
or similar).For online display with layers and real text, the new-fangled SVG would probably be the thing...

This is because PNG doesn't seem to support layers. All the labels and inter-state numbers are actually held on a transparent layer, separate from the main map image. This allows the position of any of the labels to be tweaked without having to worry about colour-matching and repainting the background colour. :-)If I do the roads, they'll probably be held on a third layer for my own sanity's sake.I do have a life myself! ;-) No way.
