The revised progression would be as follows:

Book 21 = 5/16 <--- Start with this # Disciplines
Book 22 = 6/16
Book 23 = 7/16
Book 24 = 8/16
Book 25 = 9/16
Book 26 = 10/16
Book 27 = 11/16
Book 28 = 12/16
Book 29 = 13/16
Book 30 = 14/16
Book 31 = 15/16
Book 32 = 16/16

So you will start Book 32 with all Disciplines...unless my very hazy recollection of Joe's comments re: Books 31+32 being a two-parter is true, or if the rules for Book 32 say you are allowed to have all Disciplines in Book 32, either of which seems to be the case in view of the change from 4 -> 5 starting Disciplines.

The proposed change mainly nixes the strange issue in the Red Fox editions on the Levels of Kai Mastery section whereby you would seem to attain the rank of Kai Supreme Master having mastered only 15/16 Disciplines (thus our current footnote).

It does seem to be in harmony with the indications in the rules that the NO
will be Level 12 (Kai Supreme Master) when playing Book 32, though. As it
stands in the PA editions, in Book 32 you will be a Kai Supreme Master but
only have mastered 15/16 Disciplines. This change rectifies the discrepancy,
and I seem to remember that Books 31/32 were supposed to be a bit like Book
5 (1 adventure in 2 halves), though I can't find a quote to hand right now.
If so, maybe the rules are that you won't pick a new (the final!) Discipline
between Books 31 and 32.
