I've just realised, my argument about costs does not of course have anything to do with the available formats, only the charging. Yes, they should make it available in accessible HTML as well as MS Word and PDF. Perhaps they will if enough people lobby for it.

Unless someone else, e.g. Government or industry, is going to come up with alternative sources of funding, then they are not in a position to do the work and then not charge for it. It is possible that the DRC have had to pay BSI some money to make this freely available, although that's just speculation.
