That's a good point Ed. After all, who reads terms and conditions?
Especially since they're usually written in language that seems to be
intended to deter people from reading them. Incidentally, I didn't
read the PAS78 terms and conditions. Someone else pointed that out on
another discussion list. In case you thought I was the sort of person
who reads terms and consitions :-)

Hi Mark and Johan,
It is very easy not to read the whole of a licence agreement, but I think
you are right that perhaps what one individual might do in good faith an
organisation cannot be seen to encourage.
I think though that the defence here mnight be that Johan didn't realise she
was under-age!!

Johan,
Sending this HTML version of PAS78 to the list breaches the terms and conditions of use. I don't wish to make a value judgement here as to whether this is ethical or not, but it clearly breaches the terms and conditions, so the VICS list moderators should be made aware of this. The terms and conditions are as follows (see number 1 inparticular):
Terms & Conditions of download of PAS78 Under the terms of the BSI licence number 2006CO0066, by which this document is available for access, download, viewing, searching and printing, the following terms and conditions apply

By completing the end user registration form, you are permitted to print one copy of the licensed standard (if required), for use at any one time.
2 You shall not exploit the Work or any part of it commercially nor sell, rent, loan (with or without payment), hire out nor post any of the contents of the Work to any electronic bulletin board.
3 This document (PAS78) should not be sold or bundled or otherwise distributed as part of a package with any other computer software or hardware or with any other material of any description.
4 By completing the download registration form, you agree to being contacted by the Disability Rights Commission, BSI or their agent in connection with the use of this document.
