I'll see if I can produce such a static table that follows the GM spec
as close as possible.
I've had a good look through the spec. I think that given the nature of
the as yet largely unidentified controls, tagging them to carefully
considered choices from the Undefined ranges might be ok?

Yup, that's what I exactly had in mind. Some effects could be mapped to
defined CC messages though.
