And just to add, if you do an Alt F4 when on the desktop the Windows shutdown dialog should appear.
Sorry I can't help with your actual Windows key issue but when start menu doesn’t appear you could try to Alt Tabb to the desktop and then press the Windows key again.

Press control+escape. That has the same effect as pressing the Windows key and works with all keyboards. I guess it's there for keyboards which don't have a Windows key.
